I dont think that its easier to register a stock TT supra than a stock NA Supra.
I own a NA Supra and you have to modify the plastic headlights to EU glass headlights , but i think its also possilbe to install the US ones because they are made for the same traffic direction to ensure that no one who drives on the other lane is blinded.
But with the US headlights, I think, you need a special document which confirms you using the correct lights.
So change the headlights drive to the TÜV or DEKRA and let your vehicle be checked .
Normally if no non permitted parts been mounted (rims, after market exhaust, body parts with no document to confirm the usage with a special car...) you wont face any problems.
But with the NA vvti you may get problems because of them been built after 1998, so the Euro exhaust norm could make problems.
The Lexus GS300 was sold with a NA engine both vvti and non vvti but with a higher euro exhaust norm, due to a better catalytic converter system.
I have a non vvti NA an has euro1, 1994 model.
It will cost you about 500 Euro for headlights and a few hundred for the registration.
