The paragraph 21 StVZO is a seperate inspection for individual parts which have no german TÜV-licence, which means imported parts or selfmade parts. It is not possible for all parts to get a Tüv-licence this way but for the most. The parts must be mounted safely and should not be overrelated which means e.g. a front bumper which makes the car 1m longer.
Normaly it costs between 40,- and 500,- € depends on the part you want to get a licence for. For bodyparts it would be not more than 100,- € I think.

The licence for the Doluck front should be in the FAQ of this forum as i wrote last time but you can also ask some member who have the front bumper on their cars.
